This position is situated within the ITC Office of Africa (OA) within the Division of Country Programs (DCP). Senior Programme Officer, OA/DCP is spearheading ITC’s efforts in Africa. 

As part of its mandate, OA coordinates ITC’s technical assistance at country, sub-regional, and continental levels, particularly concerning the operationalization of the African Continental Free Trade Area (AfCFTA).

Senior Programme Officer, OA/DCP’s responsibilities include gathering and analyzing country/regional intelligence, designing and managing projects/programs, mobilizing resources, providing client support, facilitating communication and coordination, and representing ITC in various forums and with senior officials.
The primary focus of the Senior Programme Officer is to lead program design, resource mobilization, partnership development, and client support.

Responsibilities


The Senior Program Officer will report directly to the Chief of the Office for Africa and be supervised by the Director of the Division of Country Programs.

  • Develop new national/regional/continental projects and programs to expand ITC’s presence in Africa in alignment with partner needs and expectations.

Conducts needs assessment missions, identifies problems and issues to be addressed, promotes innovative topics and expertise to be covered in new projects and programs, reviews relevant documents and reports, liaises with relevant parties, and ensures follow-up actions.

  • Researches, analyzes, and presents information gathered from diverse sources.
  • Coordinates policy development, including reviewing and analyzing issues and trends related to the structural transformation of Africa, particularly the African Union Agenda 2063. Prepares research activities and studies related to the regional integration process, especially in the context of the African Continental Free Trade Area (AfCFTA). Organizes and prepares written outputs such as draft background papers, analysis, sections of reports and studies, and inputs to publications on African Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS).

 

  • Provides substantive support for consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, and preparing documents and presentations.
  • The Senior Programme Officer Initiates and coordinates outreach activities, conducts training workshops, seminars, etc., makes presentations on assigned topics/activities, represents ITC at inter-agency coordination meetings, as well as at country, regional, continental, and multilateral events.

 

 

  • Leads and/or participates in large, complex field missions, including providing guidance to external consultants, government officials, and other parties, and drafting mission summaries, etc.

 

 

  • Coordinates activities related to budget funding (program/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work program, program budget, etc.), including resource mobilization efforts with traditional and non-traditional technical and financial partners.
  • Performs other duties as required.

Managing Others: Delegates responsibilities, authority, and decision-making appropriately. Ensures clarity in roles, responsibilities, and reporting lines for staff. Matches tasks to skills and accurately estimates time and resources needed. Monitors progress, provides regular performance feedback and coaching, encourages risk-taking, and supports staff development and career aspirations. Conducts fair performance appraisals.

Education:

  • A Master’s degree or equivalent in business administration, management, economics, or a related field is required.
  • Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in place of the advanced degree.

Work Experience needed for the position of a Senior Programme Officer, DCP/OA:

  • Candidates must have a minimum of seven years of progressively responsible experience in project or program management related to trade technical assistance.
  • Desirable qualifications include experience working in or with Sub-Saharan Africa, resource mobilization, partnership development with bilateral and multilateral development agencies, private sector organizations, and/or foundations.
  • Experience with triangular cooperation and South-South trade partnerships is also desirable.

Languages:

  • Fluency in both English and French is required for the advertised position(s).

Assessment:

  • Qualified candidates may undergo an assessment exercise followed by a competency-based interview for evaluation.

Education:

  • A Master’s degree or equivalent in business administration, management, economics, or a related field is required.
  • Alternatively, a first-level university degree combined with an additional two years of qualifying experience may be accepted in place of the advanced degree.

Work Experience:

  • Candidates must have a minimum of seven years of progressively responsible experience in project or program management related to trade technical assistance.
  • Desirable qualifications include experience working in or with Sub-Saharan Africa, resource mobilization, partnership development with bilateral and multilateral development agencies, private sector organizations, and/or foundations.
  • Experience with triangular cooperation and South-South trade partnerships is also desirable.

Languages:
