The Center accepts policy-relevant, non-advocacy proposals for fellowships that address important problems facing the United States and the world.

- Academic candidates holding a PhD or J.D. (degree must be received by the application deadline of October 1).
- Academic candidates demonstrate scholarly achievement through publications beyond their doctoral dissertations.
- Practitioners or policymakers with an equivalent level of professional achievement.
- English proficiency as the Center is designed to encourage the exchange of ideas among its fellows.
