About the MTCP Scholarships 2024-2025

Applications are now open for the MTCP 2024–2025 scholarships. The Malaysian Technical Cooperation Programme (MTCP) aims to attract and welcome a talented pool of candidates from developing nations to Malaysia. By doing so, the program seeks to equip successful candidates with the necessary skills and abilities that will contribute to the development of both their home countries and Malaysia.

MTCP was initiated in 1980 as part of Malaysia’s commitment to South-South Cooperation. The program focuses on sharing Malaysia’s development experiences and expertise with other developing countries. Through this initiative, Malaysia aims to foster collaboration and mutual assistance among nations.

The Malaysian Ministry of Higher Education not only offers the opportunity to pursue high-quality education but also provides support for individuals to fully experience the many benefits of Malaysia. If you have a strong academic background and a passion for making a significant impact in your home country, the Malaysian government welcomes you to take part in the global scholarship program. This program is designed to support talented individuals who are eager to contribute to their communities and beyond.

The objectives of the MTCP scholarships are:

  • To share experience with other developing countries;
  • To strengthen bilateral ties with developing countries;
  • To encourage and promote South-South Cooperation; and
  • To encourage and promote technical cooperation within developing countries.

Eligibility Criteria

Malaysian Technical Cooperation Programme (MTCP) Scholarship applicants must meet the following criteria:

a. Applicants must not be more than 45 years old at the time of application.


b. To be eligible for the Master’s degree program, candidates must have earned an undergraduate degree with a minimum CGPA of 3.5 or the equivalent, or second-class upper with honours.


c. Documentation of English Language Ability: i. A scanned copy of the official documentation of English language proficiency, such as an IELTS test score of at least six or a TOEFL online test score of at least sixty; ii. Having earned a degree or degrees in the past in which English was the primary language of instruction.


d. Has a medical professional’s certification of exceptional health. The applicant will cover all of the costs associated with the medical examination.


e) The candidate must enroll full-time in postgraduate courses leading to a master’s degree at one of the chosen Malaysian universities (please see the list of universities).

f. Only those applicants who have registered for no more than one semester toward a Master’s degree or who have received a valid admission offer letter from at least one (1) Malaysian university but have not yet begun their postgraduate studies are eligible to apply.

Selection Criteria

Outstanding graduates with great potential who:

  1. are nationals of the nations that receive the MTCP; and
  2. intend to pursue a Master’s degree full-time in Malaysia. Please see the FAQ section’s List of MTCP Recipient Countries.

The following selection criteria will apply to the consideration of applications:

  1. Outstanding performance in both academics and extracurriculars. 
  2. Outstanding proficiency in written, spoken, and written English.

Benefits of the MTCP Scholarships 

The Malaysian government sponsors the MTCP Scholarship, which aims to provide postgraduate education to international students from developing nations while also equipping them with skills and knowledge that could aid in their home countries’ development.

  1. This scholarship covered:
    a. Tuition Fees
    b. Other allowances of RM3,500.00 per month,
    includes:
  • Cost of Living Allowance
  • Book Allowance
  • Tools Allowance
  • House Rental Allowance
  • Placement Allowance
  • Thesis Allowance
  • Travel Allowance
  • Practical Training Allowance
  • End of Study Allowance
  • Medical Allowance
  • Insurance Allowance

c. A single, round-trip economy class plane ticket from the student’s nearest international airport to Malaysia and back to their nation of origin.

Payment Method: The Ministry of Foreign Affairs, Malaysia, will pay scholars the aforementioned allowances via their personal savings accounts. It is recommended that students open a Malaysian bank account as soon as they arrive in the country.

How to Apply for the MTCP Scholarships

All applications must be submitted through our online application system via the link below. All the documents below are important and should be uploaded via online application (scanned and saved in
PDF format):
a. Application form (to be filled in the online system);


b. Latest Admission Offer Letter from Malaysian Universities for academic intake


c. Letter of Recommendation from two (2) referees;


d. Statement of Intent;


e. A certified copy of the academic transcript;
i. Record of all the courses taken throughout the degree programme must be reflected in the academic transcripts;
ii. Applicants must submit transcripts of their undergraduate studies; and
iii. Applicants must submit an official document issued by the applicant’s alma mater describing the university’s grade system. If an applicant’s transcript does not include information on CGPA, marks or score percentile, the documents must be certified.
