Senior Human Resources Assistant Opportunity 2025

The United Nations High Commissioner for Refugees (UNHCR) is seeking a qualified Senior Human Resources Assistant to join its team in Adjumani/Pakelle, Uganda. The Senior Human Resources Assistant will work under the supervision of the Administrative or Human Resources Officer. The position entails handling recruitment processes, staff appointments, and performance management for the assigned area of responsibility. Duties and Responsibilities
The responsibilities of the Senior Human Resources Assistant include:
- Assisting with recruitment, assignment, reassignment, and separation of local staff, including preparation of interview panel documents.
- Managing contracts, entitlements, and benefits for local staff in accordance with UNHCR’s administrative procedures and Staff Rules.
- Maintaining and updating personnel information in the MSRP/HR module or other designated systems.
- Advising staff on their rights, obligations, entitlements, and benefits, ensuring clarity on UN/UNHCR staff rules and regulations.
- Supporting newly arrived international staff with accreditations, travel arrangements, hotel bookings, and logistics for shipping personal effects.
- Administering medical insurance plans for locally recruited staff and coordinating medical or security evacuations when needed.
- Keeping accurate records of attendance, overtime, leave, and other personnel-related information.
- Preparing routine correspondence and calculations for payments related to personnel issues, including travel claims, medical reimbursements, and overtime.
- Managing risks within the functional area and escalating concerns as necessary.
- Performing other related duties as required.
Eligibility Criteria
1. Education and Experience
- Minimum Education Requirements:
- High School Diploma with at least two years of relevant experience, OR
- Bachelor’s degree or higher with at least one year of relevant work experience.
- Fields of Study: Not specified, but administrative or secretarial expertise is advantageous.
2. Essential Skills and Experience
- Strong understanding of UNHCR’s administrative procedures and processes.
- Prior experience in HR or support services within an international organization.
3. Desirable Skills and Experience
- Fieldwork experience with UNHCR or other humanitarian organizations.
- High proficiency in IT systems, particularly PeopleSoft/MSRP or similar ERP platforms.
4. Functional Skills
- Computer literacy.
- Resource planning and ERP financial management.
- Knowledge of UN/UNHCR rules, regulations, and procedures.
5. Language Requirements
- Proficiency in English is required.
- Knowledge of additional UN languages or the local language of the duty station is advantageous.
